What is Risk Integrity?

NSPM-33 and related federal guidance recognize the intersection of misconduct in research and foreign influence, which may drive such misconduct. Research Integrity or misconduct incidents involving a foreign entity may implicate Research Security concerns, particularly when the incident is directed by a foreign entity or directly benefits the foreign entity. For example, from a foreign influence perspective, concerns arise when a foreign entity directs or encourages plagiarism or falsification of research data. Research Security concerns could arise when co-authorship attribution is falsified to obscure a foreign entity’s participation or is embellished to benefit a foreign entity.

Foundational to countering these practices is the institutional consideration of potential foreign influence when evaluating research misconduct allegations.
